Man bags six months for insulting Gov Badaru

A Chief Magistrate Court 1 sitting in Dutse has convicted one Sabi’u Ibrahim Chamo to six months imprisonment for deforming the character of the state Governor, Alhaji Muhammad Badaru Abubakar.

The court presided over by Chief Magistrate Batula Dauda granted an option of N20, 000 fine and 20 strokes of cane to convict.

Chamo was arraigned for allegedly posting malicious statements about the Governor on his Facebook page.

When the charge sheet was read to Chamo during the trial, he pleaded guilty to the of fences he was accused of.

In her judgment, Chief Magistrate Batulu avered that “This honorable court has sentenced you Sabi’u Chamo to six months in correctional center or pay a fine of N20,000 and 20 strokes of cane. This is to serve as deterrent to others.

All efforts to trace the original comments made by Chamo against the governor did not yield any positive results, however, the convict had made a new post, apologizing to all those he offended by his milicious comments.

Though, Chamo was not specific in his new comments which he posted on his Facebook page on December 20, 2020, was apparently apologizing to the governor.

Chamo is an adernt supporter of Senator Muhammad Sabo Nakudu, a political rebel of Governor Badaru.

Kano LG Poll: Can KANSIEC make any difference January 16?

Kano State Independent Electoral Commission (KANSIEC) is set toconduct local government elections in the state on 16th January, 2021.

Daily Telescope reports that the commission has been up and doing in the last two months trying to ensure that necessary arrangements for conducting credible elections
are put in place before the election day.

Twelve (12) political parties excluding the major opposition Peoples Democratic Party (PDP) have indicated their interest in participating in the poll.

A total of 48,000 ad-hoc staff comprising electoral officers, assistant electoral officers and ward electoral officers were expected to handle the election across the 44 local governments of the state.

The state electoral officers are expected to recruit ward electoral officers in the 44 local government areas. Each of the 44 local governments will be allocated with an electoral office and one, two or three assistant electoral officers depending on the population of the
local government.

Accreditation of election observers is on pipeline, according to the commission’s spokesperson, Malam Dahiru Lawal Kofar-Wambai. He said the exercise, which was among the few things that have not been put in place by the commission, would be conducted soon.

Kofar-Wambai said the commission had on Tuesday, December 29, 2020 distributed all non-sensitive election materials such as voters’ registers and stamps among others to all wards across the 44 local governments.

He said the sensitive election materials such as ballot papers and ballot boxes, would be sent to the 44 local government areas on the eve of election and under maximum security.

Daily Telescope reliably gathered that security agencies on their part, will make their position public as per deployment of security personnel and other security arrangements for the election latest by next week.

However, two major opposition parties, Peoples Democratic Party (PDP) and Peoples Redemption Party (PRP) have boycotted the election, on grounds that the commission will not do justice to other political parties during the election.

The decision by the PDP and PRP will seriously affect the credibility of the poll, as many political observers are of the opinion that those who agreed to participate in the poll were sponsored by the All Progressives Congress (APC)-led government.

The PDP’s state Chairman, Alhaji Shehu Wada Sagagi said his party boycotted the election on the followings reasons; “that the PDP wanted the peaceful political atmosphere in the state to prevail, that both government and the electoral commission are not serious and ready to conduct all-inclusive election in the state and that the APC-led
government will not allow democracy to play its part in the poll.”

Sagagi stated that his party had never been contacted on anything related to election neither by the KANSIEC nor the state government.

According to Alhaji Sammani Shariff, chairman of the Peoples Redemption Party (PRP)in Kano, the election was completely dramatized by the APC-led government.

Sharrif said: “The contest forms were sold to candidates of the major opposition parties such as PDP and PRP but given free to candidates of the ruling party and other minor opposition parties.

Beside this, he said the price of the forms is costly as a form for chairmanship position is N250,000 while that of councilor stands at N150,000.

“How can you give such a huge amount of money to an electoral body that you are not certain that it will not do justice to you during the election? To be honest, our party boycotted the election because the electoral commission is not serious at all.

“In as much as the State Independent Electoral Commission will continue to conduct local government elections, we will never conduct free and fair election at local government level in this country.”

But the former Chairman of the Peoples’ Democratic Party (PDP) in Kano state, Senator Mas’ud El-Jibril Doguwa, said the boycott by the PDP and PRP would not in any way affect the credibility of the poll.

Doguwa was of the opinion that the Independent National Electoral Commission (INEC) should take over the conduct LG poll.

He said: “Provided governors will be allowed to conduct the poll, the issue of having free and fair election at state level should not be expected. There is no way a governor can conduct election and allow his party to be defeated by opposition parties.

Daily Telescope observed based on the level of preparations by the electoral commission and other stakeholders including the political parties, one might have expected that the forthcoming local government poll to be credible and free from all forms of irregularities.

However, the question here is that can the commission make any difference this time around? This is because it is the same electoral body that conducted a similar election in the state on February 10, 2018 which was characterized by irregularities ranging from late
arrival of election materials, low turnout of voters and underage voting among others, that will conduct the January 16 poll.

Again, the February 10, election was supervised by the same Chairman, Professor Garba Ibrahim Sheka and it is the same person that will again supervise it this time around.

2021: Gov Yahaya sings N120.3bn budget into law

Governor Muhammad Inuwa Yahaya of Gombe State has signed into law the state’s 2021 budget of N120.346bn.

According to the breakdown of the budget, the sum of N61.645 billion stood as capital expenditure while N58.701 billion as recurrent expenditure respectively.

The budget reflected an increase of N682.6 million over the initial sum of N119.663 billion budget proposal submitted to the state House of Assembly on December 3 by the governor.

Governor Yahaya said 52.8 percent of the budget was allocated to capital expenditure in order to achieve more on both social and human development projects aimed at improving the well-being of the people.

the governor added that 48.2 percent of the budget was earmarked for the recurrent expenditure.

He commended the assembly for the expeditious passage of the budget and assured of its logical implementation to enable people of the state enjoy dividends of democracy.

The governor expressed confidence that the 2021 budget would bring the desired change to meet the yearnings and aspirations of the people.

Earlier, Speaker Abubakar Muhammad Luggerewo said the house reviewed the figure of the appropriation bill upward to properly capture social aspects to ensure human capital development.

He added that they would continue to cooperate with the executive arm of government in order to bring developmental projects for the benefit of Gombe citizens.

Kwankwaso’s father dies at 93

Alhaji Musa Saleh Kwankwaso father to the former Kano state Governor, Senator Rabi’u Musa Kwankwaso is dead.

Late Saleh, died in the early hours of today at the age of 93.

Confirming the death to newsmen, the Private Confidential Secretary to Senator Kwankwaso, Alhaji Muhammad Ali said funeral prayer for the late Kwankwaso would be conducted by 3pm today.

Late Kwankwaso was the village head Kwankwaso in Madobi local government area of the state but he was upgraded to Makaman Karaye and district head of Madobi after the creation of Karaye emirate.

Meanwhile, Kano state Governor, Dr. Abdullahi Umar Ganduje has condoled Senator Kwankwaso over the loss.

In a statement issued by the commissioner for Information, Malam Muhammad Garba, the governor, stated that late Saleh, would always be remembered and honoured by the people for his immense wisdom and competence as a traditional ruler, as well as for his perseverance and foresight.

“On behalf of myself, family, the government and the people of Kano state, I commiserate with Senator Rabi’u Musa Kwankwaso, Karaye Emirate Council and all the people of his domain which the departed kingmaker presided illustriously as traditional ruler in the District of Madobi for more than two decades.

“The late Makama, who personified dignity and finesses, is a devout Muslim. He left us great lessons as a very strong symbol of godliness, tolerance, justice, honesty and service to our dear state. Indeed, we are particularly pained that he left us at a time like this when his wealth of experience, valuable fatherly advice and guidance are needed the most,” the statement added.

In related development, the 2019 governorship candidate of the Peoples’ Democratic Party (PDP) in Kano, Engineer Abba Kabir Yusuf in his condolence message described the late Majidadi as a man of noble character and discipline who spent his life serving the humanity.

In a statement which he personally signed, Abba said; “it is devastating to hear the sad news of passing away of our father. It is with a heavy heart, I wish to extend my condolence to our boss and mentor, Senator Rabi’u Musa Kwankwaso, his family and the good people of Kano state”

In his condolence message, the state Commissioner for Rural Development, Alhaji Musa Iliyasu Kwankwaso described the death of late Majidadi as colossal and irreparable loss that would remain indelible for time immemorial.

“I have lost a father and close guardian that would forever be missed. We have loss him at a time when his fatherly advice is precious to us. Late Kwankwaso was a unifying factor and bridge builder in our family,” he said.

Why Ganduje dethroned Emir Sanusi–Kwankwaso

A former governor of Kano state Rabiu Kwankwaso has revealed the reasons why his successor and arch-opponent Governor Abdullahi Ganduje dethroned Malam Muhammad Sanusi II, a former emir of Kano.

Daily Telescope reports that Mr Kwankwaso made the revelation on Tuesday through his Principal Private Secretary, Muhammad Inuwa Ali.

It may be recalled that Mr Ganduje had last week said he had no regrets removing Mr Sanusi as the Emir of Kano, saying the emir was ab initio not qualified to occupy the exalted traditional stool.

“Sanusi was appointed Emir of Kano not because he was the best man for the throne but to retaliate what Jonathan did to him.

“That was in order to prove that what Jonathan did to him was wrong and that the people of Kano wanted their son as Emir and therefore they decided to appoint him as Emir.

“But when he was appointed, there were a lot of demonstration with people burning tyres here and there. But because of government backing, he was sustained on the stool,” Mr Ganduje said.

However, reacting to the governor’s claim Mr Kwankwaso, who appointed the former emir in 2014, said Ganduje “always felt intimidated” in the presence of Mr Sanusi.

“You dethroned him for your inferiority complex against him, nothing more,” he said adding that “the fears of high esteem and caliber, plus influence the Emir possesses made Ganduje jittery and insisted on dethroning him.”

According to Mr Kwankwaso: “We also know that Ganduje was madly obsessed with reversing everything that Sen. Kwankwaso did in the state. And we are aware, for these reasons, Gov. Ganduje was set, ab initio, to destroy the Kano Emirate. And Emir Sanusi II was marked to be the first victim.

“Let me also put on record that Emir Sanusi II was abducted and illegally dethroned by Gov. Ganduje and his cohorts because of the Emir’s progressive ideas on various issues that affect the people of the State”.

The former governor further explained that Ganduje’s “desperation to obtain the $1.8 billion loan and the former Emir’s criticism of the loan” is another reason the governor sacked the emir.

“It is common knowledge that the Emir was too progressive for Gov. Ganduje’s liking and that was exactly why after his illegal removal and the dismemberment of the Kano Emirate Council, he appointed Emirs that will not question his ill-advised decisions even if they are against the interest of the state and its people,” he said.

Katsina Assembly rises 2021 budget by over N3bn

Katsina State House of Assembly has passed into law the 2021 appropriation bill to N286bn.

However, the house has increased the budget by N3bn above the initial amount presented to legislative chamber by the state Governor, Alhaji Aminu Bello Masari.

According to the breakdown of the budget as passed by the legislative arm of the government, the recurrent expenditure stands at N88bn, while the capital expenditure is N197.9m.

Daily Telescope recalls that Governor Masari had in November this year presented a budget of N282.78bn to the House for appropriation.

In the proposed budget, the sum of N19 billion was allocated to education sector and N22b for water resources respectively.

Also, the Agriculture, works and environment sectors were allocated with N20bn, N43bn and N27bn accordingly.

Breaking: ASUU suspends strike

The Academic Staff Union of Universities on Wednesday morning announced the suspension of its nine-month-old strike action.

President of the Union, Professor Biodun Ogunyemi made the announcement at the ongoing press briefing at Universiyt of Abuja main Campus.

Ogunyemi said ASUU suspended the strike after some concrete agreements were reached with federal government.

Analysis: Kano PDP: A ship with two captains?

The recent leadership crisis within the Peoples’ Democratic Party (PDP) in Kano state has made the party look like a ship with two captains apparently with Ambassador Aminu Wali and Senator Rabi’u Musa Kwankwaso piloting each ship.

Daily Telescope observed that leadership tussle erupted in the party after Senator Kwankwaso, a former governor in the state returned to PDP from the ruling All Progressives Congress (APC).

Upon his return, Kwankwaso formed a new set of leadership with Dr Rabi’u Sulaiman Bichi as chairman, thereby sidelining the executives he found on ground under Senator Mas’ud El-Jibril Doguwa.

Senator Doguwa made several attempts to settle the matter amicably, but his efforts did not yield any positive results. After he failed in resolving the problem through dialogue, the former chairman of the party rushed to court for legal redress, a move that also ended
unsuccessful, Daily Telescope, learnt.

Having failed to slug it out with Kwankwaso in the court and or get the support of the national leadership of the party, Doguwa and his team finally left the party for the All Progressives Congress (APC).

However, instead of the leadership crisis to stop there as many people expected, it rather took a new dimension as Ambassador Wali-led camp took over the fight accusing Kwankwaso of hijacking the party.

In his effort to subdue Kwankwaso in the battle, Ambassador Wali headed to court in his attempt to reclaim the leadership of the party, however the case was dismissed at the first hearing.

Daily Telescope observed that the intrigue between the two political gladiators led to the emergence of two factional state’s executives in the state with Alhaji Muhammina Bako Lamido heading Wali’s group and Alhaji Shehu Wada Sagagi piloting Kwankwaso-led faction.

The internal crisis is becoming conspicuous in the recent days, as the state is preparing for the conduct of local government elections.

While the Kwankwaso-led faction has made its position clear of not participating in the poll, the Wali’s group has declared its willingness to participate in the election.

However, the recent decision by the PDP national headquarters to recognize the Kwankwaso-led factional executives as the lawful leadership may likely bring the party’s internal crisis to an end in the state.

The PDP in a statement issued by the National Publicity Secretary of the party, Kola Ologbondiyan said the decision, followed congresses conducted by Kwankwaso-led faction in the 44 local governments of the state on December 12, 2020.

“The decision of the party’s National Working Committee (NWC) is pursuant to its powers under the PDP Constitution (2017 as amended).

“The newly elected Kano executives which has Shehu Wada Sagagi, as chairman is to hold office for a period of four years in line with provisions of the PDP Constitution,” the statement stated.

Now that the PDP national headquarters has made its position clear as far the leadership of the party in Kano, only time can tell if the leadership crisis is over or not.

COVID-19: Katsina to establish more isolation centers

The Katsina state government is to establish more isolation centers in the state as part of preparations to curtail the second wave of COVID-19 Pandemic.

This was contained in a statement issued by the Chief Press Secretary to the deputy governor, Malam Ibrahim Musa Kallah.

According to the statement, the state Deputy Governor, Mannir Yakubu, who doubles as chairman of the State Emergency Response Committee on COVID-19, made the disclosure at a retreat for the review of Katsina State COVID-19 response and incident action plan on the second wave organised by the state Ministry of Health.

Yakubu explained that the resources would be used to establish a 160-bed isolation centers in each of the IDP and NYSC camps, 30-bed capacity in two wards at General Amadi Rimi Specialist Hospital (GARSH).

He added that another 18-bed isolation center would be established at General Hospital Daura, noting that adequate drugs and other consumables for managing COVID-19 had been procured by government.

The deputy governor said various sensitization campaigns were conducted across nooks and crannies of the state to ensure that people of the state were fully informed on the dangers of the disease and compliance to non-pharmaceutical ways of preventing the spread of the virus.

He noted that healthcare workers were already trained for proper management, surveillance and infection control of the disease.

Yakubu said with the obvious second wave of pandemic being witnessed across the globe, the review of the action plan and response activities would greatly assist in identifying the success, challenges and the way forward towards mitigating the effect of the pandemic.

He charged the stakeholders to reposition themselves to tackle the impending second wave of the disease in the state.

APC sweeps Gombe LG elections

The ruling All Progressives Congress (APC) in Gombe state has won all the 11 chairmen and 114 councilors’ seats in the local government election conducted in the state on Saturday.

Daily Telescope, observed that 18 political parties including APC and the major opposition party Peoples Democratic Party (PDP) participated the election that was conducted by the Gombe State Independent Electoral Commission (GOSIEC).

Announcing the election’s results, the Chairman of the commission, Alhaji Saidu Shehu Awak, declared that all APC’s candidates have returned elected during the poll.

Awak explained that the election was peaceful across all the 2, 228 polling unit in the 11 LGAs of the state, as no issue of violence and irregularities was reported to the commission during and after the election.

However, our reporter observed that, the election has witnessed low turnout of voters, as election materials have not been delivered in time to most polling units within the state’s metropolis and environs.

Further observations indicated that neither electoral officers nor voters, turn-up in most of the polling units visited by our reporter, while only few voters were seen on queues casting their votes in the places where the election held.

Daily Telescope also observed that unlike during the previous elections, commercial activities went on as usual in the two major markets in Gombe metropolis, while shops and other business places remained opened for daily transactions.
