70% of Inmates In Kano Correctional Centers Awaiting Trial — NCoS

Seventy percent of the total number of inmates in Kano Correctional Centres are currently awaiting trial, an official of the Nigerian Correctional Service, has said.

The Public Relations Officer of the Kano Command of the Nigerian Correctional Service, Musbahu Lawan, stated this at a press briefing in Kano on Monday.

Lawan, who expressed concern over the implications of the overwhelming population, disclosed that most of the inmates have remained in custody with their cases yet to be determined by the courts.

“Statistics show that awaiting trial inmates constitute about 70 per cent of the total number of inmates in the state and most of them have remained in custody with their cases not determined by the courts.

“The overcrowded facility, already stretched above capacity, poses a huge challenge to the standard operations of the handlers, who themselves are vulnerable to potential threats,” he said.

He added that the number of inmates awaiting court decisions tripled the total percentage of convicted inmates, thereby hindering the full implementation of reformatory enforcement on them.

“If the awaiting trial persons are eventually convicted, we would not cry over the congestion because our laws give us the power to transfer convicted inmates to any facility in the country.”

“Convicted inmates are easier to manage because they are mandated to engage in various reformatory programs, an opportunity which awaiting trial persons may not have,” he said.

Lawan, however, commended some judges who are complementing the Federal Government’s efforts by making maximum use of non-custodial sentencing.

“Most of the convicted inmates also benefit from educational programmes in the Custodial Centers. For instance, a total of 38 convicted inmates sat for and passed the NECO, SSCE and are now seeking admission at the National Open University of Nigeria (NOUN).”

“Due to the additional interest of the inmates in academics, the Service is working with NOUN to establish more study centres in the Custodial Centers in the state. However, our major obstacle is the lack of study facilities like computers and study materials, while others benefit from other reformatory programs in the Custodial Centers,” Lawan said.

The Spokesman for the command pointed out that the Federal Government has introduced non-custodial measures like parole, community service, probation, etc., to address the overcrowding conundrum in Custodial Centers across the country.

He assured that the Nigerian Correctional Service will continue to pursue its mandate of keeping safe and humane custody of the legally interned while making society safer by reforming, rehabilitating, and reintegrating offenders.

New APC Ganduje Ward Leaders Impersonators, May Face Legal Actions— Party

The Kano State Chapter of the All Progressives Congress (APC) has described the recently announced new executives of the party in Ganduje ward, Dawkin Tofa Local Government Area of the state as impersonators, just as the party has threatened legal actions against them.

The Public Relations Officer of the party in the state, Alhaji Ahmad Aruwa sated this while receiving petitions presented to the party by some members of the party whose names were allegedly impersonated as the new APC executives in Ganduje ward.

Aruwa assured that the matter would be taken to the National Headquarters of the APC in Abuja for further actions.

“We have alerted the security agencies about the issue and we will ensure that the impersonators are arrested and punished according to the Laws,” Aruwa said.

Earlier, Mallam Basiru Isah Nuhu, whose name was used as the new Chairman of the APC Ganduje Ward alongside 10 others who were named as new APC ward executives, have denied being executives of the party.

Speaking on behalf of the affected people on Sunday, Malam Basiru Isah Nuhu said they would not take any insults on the National Chairman of the Party, Dr. Abdullahi Umar Ganduje lightly.

Nuhu, therefore, said the affected personalities have petitioned the state chapter of the party demanding legal actions against the impersonators.

Basiru called on the APC to facilitate the arrest of the alleged Impersonators In order to face the wrath of the laws, saying the perpetrators should not be allowed to go scot-free.

“I’m not an executive officer of the party and therefore cannot call for a meeting to suspend the National Chairman of the Party. I’m only a card carrying member of the APC, so I have no constitutional power to act as its executive.

“So, we, affected personalities are taking legal actions on this matter to ensure that those causing confusion in our Party are punished according to provisions of the laws.

Also, Malam Salisu Abdullahi Ganduje, who was tagged as the secretary of the new set of Party ward executives, described the development as unfortunate.

“Let me set the records straight,  I’m not an executive of the APC in Ganduje and I have never been its secretary in my ward, therefore, those who Impersonated my name would be traced and taken to Court,” he assured.

He alleged that the person who made the announcement for the emergence of new APC Ward Executives in Ganduje, was a card carrying member of the New Nigeria Peoples Party (NNPP), who contested for Counsellor in Ganduje Ward in the last general elections.

0

Senator Sulaiman Abdulrahman Kawu Sumaila has sympathised with families of the 11 persons who lost their lives in an auto crash along Kano-Maiduguri Federal Highway on Friday.

In a statement he signed, Senator Sumaila expressed grief over the demise of the 11 people, regretting that Kano-Maiduguri road has remained a death trap to many road users.

The over 550 kilometre dualization project was awarded by the Federal Government at the end of the second tenure of the former President, Chief Olusegun Obasanjo.

Senator Sumaila, who is representing Kano Senatorial District, explained that the importance of this road to Nigerian economy cannot be over empathise as the international linked Nigeria with Chad republic, Cameroon, Niger republic and the Central Africa, thereby boosting businesses among the affected countries.

He also said that the road which also onnected Kano with Jigawa, Bauchi, Gombe, Yobe and Borno states, is playing a greater role in the economic activities of the states.

Senator Sumaila, however, lamented that despite its important, the road has claimed several lives due to non-completion of the project.

He said for almost 17 years since the award of the project, a portion of the road particularly from Wudil to Gaya has not been completed.

He said it is regrettable that although over 50 kilometers of this portion of the road have been completed, however, a distance of less than 30 kilometers of the portion has not been completed, thereby, causing accidents among motorists.

Sumaila, regretted that the non-completion of the project has compelled traders from within within Nigeria and the neighbouring countries to divert their businesses to other states other than Kano.

“Apart from cases of accident, armed robbery has been taken place on this road for several years. I have personally complained to the relevant authorities, yet, the problem persist,” he said.

“It is very sad that the Federal ministry of works and housing and the contractor handling the project have failed to complete this project despite allocation of huge amount of money in the budget. I will continue to pursue for the  completion of this road.”

Senator Sumaila lamented that “This is the reason why we are fighting for fairness in the budgetary allocations to the six geopolitical zones, but some people for their selfish interests are kicking against our moves.

“With enough budgetary allocations to the geopolitical zones, this kind of projects would have been finished in time. It is our duty as members of the National Assembly to channel the plights and yearnings of our constituents to the executive arm of government in order to do the right thing to improve their wellbeings.

“And one of the surest way to achieve that is to ensure fairness and equality in budgetary allocations. This is the only way projects that have direct bearing to the lives of the common man will be executed. Kano-Maiduguri, is one of the roade that is playing significant roles in the wellbeing of many Nigerians, therefore, the federal government should not joke with it.

The senator, therefore, appealed to the Federal ministry of works and housing and the contractor handling the project to ensure completion of the road in order to save the lives of the people.

Federal High Court Stops Ganduje’s Purported Suspension

A Federal High Court in Kano has ordered the purported suspension of National Chairman of the All Progressives Congress, Abdullahi Ganduje by his ward be stopped.

The ruling came on Wednesday after the former Ganduje filed an ex parte motion seeking to enforce his fundamental right to fair hearing.

The respondents in the application are the Police, Department of State Services, Nigeria Security and Civil Defence Corps and nine other individuals.

Recall that on Monday, April 16, APC executives in Dawakin ward, Tofa LGA of Kano State, purportedly suspended the APC National chairman over alleged corruption.

Subsequently, the State Working Committee of the APC in the state nullified the suspension and sanctioned the ward executives with six months suspension.

However, the presiding Judge at a Kano High Court Judge, Usman Na’Abba on Tuesday upheld the purported suspension of Ganduje.

In the ex parte order delivered on Wednesday by the Federal High Court and made available to newsmen on Thursday, A.M Liman, a judge of the Federal High Court in Kano said the purported suspension should not be implemented until the case is heard and determined.

“”That all the Respondents, their servants, agents or privies are hereby restrained from Implementing and/or giving effect to the purported decision reached during the purported emergency meeting of the alleged Executive members of APC Ganduje Ward, held at Ganduje Ward of Dawakin Tofa Local.

“That all the parties are hereby mandated to maintain status quo before the purported emergency meeting of the alleged executive members of APC Ganduje Ward, and to stay action in respect of this matter pending the hearing and determination of the substantive application,” Liman said.

The court subsequently fixed April 30 to hear Ganduje’s appeal.
