The Director-General of the Katsina Investment Promotion Agency (KIPA), Mr Ibrahim Tukur-Jikamshi, made this known at the opening of a one-day workshop for the State Executive Council members.
The workshop is themed: “Leveraging Public-Private Partnership (PPP) for sustainable development”.
The D-G described the state’s PPP drive as a carefully structured government strategy designed to strengthen infrastructure delivery and attract private sector investment.
He added that the state had developed and approved a comprehensive PPP policy alongside an operational manual that guides project identification, appraisal, approval, and implementation processes, in line with established best practices.
“These reforms provide clarity, predictability, and confidence for both public institutions and private investors.

“The mechanisms have been introduced to ensure that PPP commitments remained fiscally sustainable and do not expose the state to undue financial risks,” he assured.
Tukur-Jikamshi also highlighted government’s emphasis on transparency and accountability, noting that it had created a dedicated PPP portal to facilitate information sharing and stakeholder engagement.
As part of the institutional reform process, the D-G said the government had invested in capacity building across Ministries, Departments, and Agencies (MDAs).
According to him, several PPP-focused workshops have been organised to equip public officers with knowledge of PPP concepts, procedures, and governance structures.
Tukur-Jikamshi pointed out that a PPP project committee drawn from council members to provide strategic oversight and coordination, had also been established.
He said members of the committee would receive specialised training to enhance their ability to supervise PPP projects and ensure prudent use of resources.

Tukur-Jikamshi described the ongoing workshop as a bridge between technical PPP operations and policy-level leadership.
The D-G observed that decision-makers would be fully informed and engaged, thereby linking the comprehensive reform agenda to the broader vision of positioning Katsina as a competitive investment destination.
