Gombe contributory health scheme takes-off with 25,000 enrollees

 Gombe state government, today launched its contributory healthcare service scheme with 25,000 enrollees and 54 service providers.

This followed signing of a Memorandum of Understanding (MoU) between the state government and the 54 accredited service providers during which the two parties agreed for the take-off of the scheme on October 1, 2021.

The scheme which was launched by the state governor, Muhammad Inuwa Yahaya in June, is said to have enrolled and registered over 25000 poorest of the poor as well as civil servants in the state.

According to the state’s commissioner of health, Dr Habu Dahiru, the signing of the MoU is a groundbreaking event as it marks the commencement and take-off of the Scheme.

Speaking to newsmen shortly after signing the MoU at the state specialist hospital, the commissioner said, “You would recall, in June the Governor launched the enrolment program, now people have been enrolled, service providers have been identified and 54 service providers have been selected. God ‘swilling on first of October 2021 we are going to commence the provision of services to the people of Gombe State”.

He explained that 25 out of the 54 selected service providers are from the private sector, “that about 48 per cent and others are from the government facilities.

We have registered 25000 poorest of the poor then the civil servants were also enrolled, then we also encourage other informal sectors to come in and register, registration is ongoing,” Dr Dahiru said.

He disclosed that services covered under the scheme include Obstetric care, general care in accidents and emergencies. “We are going to also take care of the children, we will do surgeries, it is going to be a general caregiving to patients when they come and the whole objective is to reduce out of pocket expenses on individuals”.

On his part, Executive Secretary (ES) of the agency, Dr Abubakar Musa, further explained that as the scheme takes off there would be a need to review the benefits package and he assured of the agency’s readiness and committed to reviewing the package.

He said: “The benefits package is divided into three categories, we have the primary services, secondary services, as well as the tertiary services and we, are confident that the over 80 per cent of the common ailment that afflict our people in this part of the country is covered under this scheme”.

“However, there are certain conditions that contributory health insurance cannot fully cover for, so, we have an exclusion list which includes cases like treatment of cancer, dialysis and a couple of other major conditions.

“We, however, also have another provision for diseases that we classify under the passive exclusion, where we expect the client to provide 50 per cent of the cost of treatment while we take care of the remaining 50 per cent,” Dr Musa stated.

He also assured that preparations for take-off are on course, “we have put in place all the necessary mechanism, we have accredited all the health care providers, we have produced our enrollee register for October and we are working to pay them the capitation before this Friday”.

“We have also set up our 24 hours call and contact centre, so, all activities are expected to take off on the first day of October, we do not anticipate any technical challenges that have not been taken care of,” the ES said.
