The Kano State House of Assembly has stressed the need to step up efforts to amend the 1999 Constitution for revolution of powers to states and local Governments for creation of state police and other security outfits to address the current security challenges in the country.
This is contained in a communique issued by Speaker of the State House of Assembly, Hamisu Ibrahim Chidari, after a three day Legislative retreat for the members of the State Assembly with a Theme ” Consolidating the Role of Kano State House of Assembly in Nigeria’s strive for true and durable democratic ethos and development” organised by LEGIS-37 in conjunction with National Assembly.

The communique issued on Wednesday in Kano by Chief Press Secretary to the state House of Assembly, Uba Abdullahi, said the assembly pledged to give priority to Human Resources and capacity building for the overall development of the Assembly.
“Efforts be made for the institutionalisation and development of Annual Work plan documents that will guide the activities of the House for improved transparency, accountability and probity in the management of resources under financial Autonomy regime of the House.
“Neccesary steps should be taken by Kano State House of Assembly to strengthen internal Audit Unit of the House and ensure regular capacity building of the staff of the office.
“Resolutions of the House should be directed to the relevant committees by the office of the Clerk/Head of Legislative Service for onward inclusion into annual appropriation law.
“Regular training and re-training of Honourable Members and staff of the House should be given utmost considerations to enhance performance in the implementation process both Administrative and financial autonomy.
The communique stressed the need for the State Legislators to ensure that recommendation of public account Committee reports is pursued to its logical conclusion.
That the House should ensure rewarding a dedicated staff to serve as motivation in the conduct of their official duties.
Speaker Chidari said the underline objectives of the retreat were intended to achieve among others; acquaint members of their role and political will to curve the menace of current insecurity in the nation, provide members with background information that necessitate enactment of fund management law by the State House of Assembly as well as identify the objectives of fund management.
According to the communique, the State Legislators should ensure that recommendation of public account Committee reports is pursued to its logical conclusion.
That the House should revive and strengthen the Legislative budget and research office LBRO to help provide summary ,statistical data of proposed bills and motions as well as easy understanding of budget documents to the Honourable House and the staff of the House.
That the leadership of the House should ensure strict compliance and implementation of the resolutions reached in this retreat.

Chidari expressed gratitude to Governor Abdullahi Ganduje for his support in actualising the autonomy status of the Assembly and the signing of Kano State Assembly Service Commission- into law.
